I would say the second deck would be better but you need to do a few tiny changes.

The second deck is better for a few reasons. Gadgets and monarchs don’t work really and if they are to work you need lot’s of cards like
dimensional prison, sakeretsu armor, shrink, limiter and it ends up taking up to much space. Gadgets are good but i wouldn’t put them with monarchs. The second deck has more control and will end up giving you more wins.
