Whitetail Hunting trip. Where should I go?

My parents told me that I could either go on a hunting or snowboarding trip before I go to college (I’m a junior now). I chose to do a hunting trip next year with my step dad, but I don’t know where to go. We’ve looked at maine, illinois, ohio, and montana. We don’t want to leave the country, but want to hunt big whitetail deer. I love deer hunting where I live in the northeast, but they’re all small deer. I’m looking for a good experience mainly, but a nice whitetail (125 p&y or bigger would be great). Basically just a place thats not way expensive ( I know its expensive, but not like 10,000 or something) that will offer us a chance at some nice big bodied big racked whitetails, but a smaller one will do. It looks like we can get up to 5 days to 7 days maybe. Thanks.

Minnesota, the Dakotas and Iowa would also be in that list. Since I grew up in North Idaho, I heard all the stories of monster deer in Montana, and they are true. Most of the state is open for hunting, lots of public land included. Since this sounds like a guided hunt you don’t need to worry about the out of state tag lottery and point system. Montana also has an advantage in having Mule deer available also. And the scenery in Montana is a lot more picturesque.
An other option if you choose Montana is to book a Deer AND/OR elk hunt, because the costing isn’t going to be that much more outrageous. Some outfitters my even offer packages for deer, elk, coyote and cougar.
